Een stad is nooit af, altijd wordt er gewerkt aan vernieuwing, uitbreiding of onderhoud. Complexe processen die vaak meerdere jaren waardoor hele gebieden voor een langere tijd in onbruik zijn. Oude gebruikers zijn vertrokken en de nieuwe komen pas na voltooiing van de plannen. Doorgaans ervaren eigenaren, gebruikers, bewoners en omwonenden deze zogenaamde transitiefase als een negatieve periode. Het Departement Tijdelijke Ordening (DTO) wil deze bedreiging voor de leefbaarheid in de stad ombuigen tot een kans door de overgangsfase niet als hinderlijk te zien maar juist als een waardevolle culturele manifestatie; die van het veranderen, het (her)ontdekken, het maken en het worden. Culturele initiatieven, architecten, kunstenaars, ontwerpers en andere creatieve ondernemers gebruiken en programmeren de transitiefase en zijn zo bij uitstek in staat om bijzondere kwaliteiten van de plek te ontdekken en zichtbaar te maken.

Transformatieteam
Elke dag een kantoor, elke week twee kerken en elke maand een klooster. Niemand heeft baat bij leegstand, maar toch is het vinden van een nieuwe toekomst voor de gebouwen niet eenvoudig. Zeker als het een monument betreft. Transformatie vraagt altijd om specifieke kennis. Het TransformatieTeam is een netwerk van bedrijven dat u - van initiatief tot oplevering - ondersteunt in het vinden van een nieuwe toekomst coor leegstaande gebouwen.

Tijdelijk anders bestemmen (TAB), Ruimte voor flexibel gebruik
Tijdelijk Anders Bestemmen is een nieuw ruimtelijk concept. Centraal staat het flexibel omgaan met tijd en ruimte. Tijdelijk Anders Bestemmen is uitermate geschikt voor gebieden met veranderende functies, hoge dynamiek, klimaatadaptatie en gebieden in transitie. Bij tijdelijk bestemmen krijgt een gebied een nuttige functie maar blijft het op langere termijn beschikbaar voor toekomstige -vaak nog onzekere- functies. Tijdelijk Anders Bestemmen introduceert flexibiliteit die nodig is voor duurzame inrichting en duurzaam ruimtegebruik in Nederland. Deze website maakt duidelijk wat nu al en in de toekomst allemaal mogelijk is.

KEI kenniscentrum stedelijke vernieuwing
KEI kenniscentrum stedelijke vernieuwing richt zich op de transformatie van de bestaande stad en van de naoorlogse wijken in het bijzonder. KEI werkt samen met meer dan 265 partners; publieke en private partijen die actief zijn in de stedelijke vernieuwing. KEI manifesteert zich op twee manieren: als netwerkorganisatie en als zoekmachine.

City Mine(d)
City Mine(d) is a production house for urban interventions, committed to the development of new forms of urban citizenship, the re-appropriation of public space -roads, airwaves, stations, estates, parks, squares, virtual space- and the creation of cutting edge public artwork. The initially Belgian NGO now has agencies in Brussels, Barcelona and London, which are registered offices of the head office in Brussels.

Complizen is a young office for architecture, communication and urban development, located in Halle/Saale and Berlin, Germany. As first generation architects dealing with post socialistic society change, leisure oriented cities and event oriented architecture they are keen on employing their crafts and skills in new and unknown ways.

Ifau
As a main issue ifau - institute for applied urbanism investigates the possibilities to translate urban difference and diversity into architectural and urban space. All projects aim to involve and inscribe contextual processes creating space for negotiation in the design. Flexibility and specificity are characteristics of the generated models. Designed space is formed by negotiation or for negotiation to enhance the practical value of its everyday performance.

Urban drift
Urban drift is a network for the development of trans-cultural urban strategies. Concentrating on urban voids, gaps and residual, or peripheral zones and public spaces, members of urban drift act as tacticians for a contemporary urban praxis, developing a discourse within Berlin as one of the primary cities of flux.

Manifesto of Possibilities
Increasingly, people working in diverse aspects of contemporary urban society, from developers to park wardens, are turning to the arts for new ideas, regeneration, problem solving and community bridge building. The employment of artists in these (traditionally non-cultural) fields, where there are other non-art issues and agendas at stake, is becoming the norm. This manifesto is a chance for you to address the uncertainties of commissioning art in areas of urban change, discuss crucial concerns, and devise tangible solutions, knowing they will be presented to key decision makers.
